Amend Administrator Retreat Rights Document

Resolved that the Academic Senate for California Community Colleges amend the position paper Administrator Retreat Rights: An Introduction and A Model Procedure by adding item #5 on page 2: 5. What is the delineation of responsibility between the local bargaining unit and the academic senate regarding financial compensation for an administrator who retreats into a faculty position? Financial compensation, such as Y-rating, for an administrator who retreats into a faculty position is primarily or exclusively a bargaining unit matter.

Small College Funding

Whereas new and small colleges have to meet broad and general requirements to provide quality educational access and equity to the communities they serve, and

Whereas their small size factor limits their resources creating special problems for them,

50% Law Expansion

Resolved that the Academic Senate for California Community Colleges affirm the expansion of the 50% law to account for librarians, counselors, college nurses, and faculty learning assistance professionals, and

Resolved that a study be conducted and rationale be developed for raising the percentage of the current expense of education (C.E.E.) to above 50% to include the aforementioned faculty, and

Resolved that the augmented percentage be consistent with unit costs in program-based funding.

Accountability for Vocational Education

Resolved that the Academic Senate for California Community Colleges request that when the Chancellor's Office AB 1725 Accountability Task Force considers accountability measures for vocational education programs, the Task Force keep in mind that vocational students frequently leave community colleges to accept employment before completion of their degrees and then return sporadically to community colleges for further classes.

Community College Calendars

Whereas AB 1725 established community colleges as full members of the postsecondary educational system in California, and

Whereas the community college calendar requirements are a remnant of the days of K-14 including "grades 13 and 14" of "junior colleges,"


Resolved that the Academic Senate for California Community Colleges take the position that the number of days in the required community college calendar be the same as the numbers required by UC and CSU.

Disciplines: Apprenticeship Faculty

Resolved that the Academic Senate for California Community Colleges recommend to the Board of Governors the proposed minimum qualifications for apprenticeship faculty:
PROPOSAL FOR MINIMUM QUALIFICATIONS FOR HIRE FOR APPRENTICESHIP INSTRUCTION

For hire as an instructor within the area of apprenticeship, the individual will need to meet the following minimum qualifications plus possession of the appropriate certification to practice or licensure or its equivalent, if available.

Disciplines: Noncredit

Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to continue the discussion of minimum qualifications for faculty who teach noncredit courses and bring a recommendation to the 1990 Fall Session, and

Resolved that the Academic Senate for California Community Colleges recommend to the Board of Governors that the minimum qualifications for faculty who teach noncredit courses be continued as currently provided in Title 5 for those hired before January 31, 1991, and

Study of Minimum Qualifications

Resolved that the Academic Senate for California Community Colleges recommend to the Board of Governors that a study of the appropriateness of minimum qualifications as required by AB 1725 (see below) be conducted in this first year of the application of minimum qualifications, and

Resolved that the results of this study be made available to local senates by September 15, 1991, and

Resolved that this study be conducted in an appropriate research format, and

Disciplines: Basic Skills

Resolved that the Academic Senate for California Community Colleges direct its pre-collegiate basic skills committee to make a report at the 1991 Spring Session on the advisability of whether or not to have a pre-collegiate basic skills discipline, and

Resolved that if the recommendation is positive, it be debated and acted upon at the 1991 Spring Session.
