Counseling Service Standards

Whereas, Counseling is a distinct faculty discipline within the faculty Disciplines List;

Whereas, A counseling discipline ensures professional education and training at the Master's level leading to appropriate counseling knowledge, competencies and skills;

Whereas, There is no statewide definition of, or limitations on, the role of the counseling/advising paraprofessional; and

Whereas, Some districts are replacing counseling faculty with counseling/advising paraprofessionals;

Info-Net

Whereas the Academic Senate for California Community Colleges has been charged with exploring the establishment of improved access by local senates to the Info-Net system through the establishment of an 800 number, and


Whereas the Chancellor's Office is currently proposing plans to fund grants providing an electronic system that would enhance the communications capability of the California community colleges, and

Americans with Disabilities Act

Whereas the Americans with Disabilities Act (ADA) has enumerated many rights of the disabled, and


Whereas students and staff with disabilities are often isolated and cannot advocate for themselves, and


Whereas diversity should include those with disabilities,


Resolved that the Academic Senate urge local senates to educate themselves on the provisions of the Americans with Disabilities Act, and


Resolved that the Academic Senate urge local senates to implement the provisions of the Americans with Disabilities Act on their campuses.

Violence on Campus - State and Federal Laws

Resolved that the Academic Senate recommend to local senates that they work with their administration and campus security to ensure conformity to the federal and state laws requiring disclosure of incidents of violence on our campuses, and


Resolved that the Academic Senate recommend that local senates work with administration and campus security to publicize security measures, services and procedures available on campus.

Violence on Campus - Local Senate Study of Problems

Whereas there have been many incidents of violence on California community college campuses,


Resolved that the Academic Senate urge local senates to examine problems of safety for students, faculty, and staff on their campuses, and to make recommendations to their boards regarding better safety measures, and


Resolved that the Academic Senate urge local senates to be proactive in implementing safety measures on their campuses.

Violence on Campus - Local Senate Action

Whereas budget cuts may affect campus security, and


Whereas campus security, however, is vital to the education of our students, and


Whereas there have been many instances of violence on community college campuses affecting students, teachers, and staff,


Resolved that the Academic Senate recommend to local senates that they urge their boards and administrators to:
a. Keep campus security decisions at the local college,

Violence on Campus - Academic Senate Report

Whereas a vicious attack on a member of the Executive Committee while she was on her college campus has brought to the Academic Senate's attention the question of how safe faculty are while on campus,

Resolved that the Academic Senate direct the Executive Committee to develop a report for a future session on the extent of violence on California community college campuses, and

Resolved that the Executive Committee include in the report any recommendations it deems appropriate.

Hate Crimes

Whereas there have been incidents of racial and religious hate crime and hate mail in local community college districts, and


Whereas the Academic Senate for California Community Colleges remains committed to a sensitivity to, appreciation for, and celebration of the diversity among the faculty staff, and students, and


Whereas the Academic Senate for California Community Colleges supports the first amendment right to free speech,

Distance Learning

Whereas the concomitant effects of increased enrollment and increased fees have adversely impacted access for community college students, and

Whereas the colleges are using more distance learning technologies to meet the increased demands for access to our institutions, and

Whereas college faculty have the expertise to determine the applications of appropriate instructional technologies,


Resolved that the Academic Senate urge local senates to assume the primary responsibility for determining the implementation of distance learning policies.

Local Curriculum Process

Whereas the Academic Senate for California Community Colleges has conducted 21 statewide orientations on course standards and the Chancellor's Office course standards handbook, and

Whereas participants at those workshops unanimously requested follow up sessions that support local curriculum committees,


Resolved that the Academic Senate continue to provide support to the local curriculum process.
