Articulation Information

Resolved that the Academic Senate work with other segments of California higher public education and the Chancellor's Office to use available electronic computer technology to make available to counselors and other faculty, articulation information necessary for student transfer, and

Resolved that this information be made easily accessible and available to students.

Delegation of Authority

Whereas the Chancellor's Office Interim Committee on Curriculum is currently developing procedures for moving colleges from interim to continuous delegation,

Resolved that the Academic Senate support the concept of regional colloquia for those faculty and staff involved in the development, review, and approval of curriculum.

Noncredit Education Legislation

Whereas thousand of adults are currently enrolled as students in community college noncredit programs which include adult basic education, secondary skill courses, ESL, citizenship, older adult, DSP&S, parent education and short-term vocational education, and

Whereas these programs are acknowledged to be of high quality and efficiently operated since the early 1970s when community colleges entered into agreements with unified school districts, and

State Consultation Process

Whereas AB 1725 (1988) recognized the role of local academic senates to make policy development and implementation recommendations to governing boards on all academic and professional matters and AB 1725 directed the Board of Governors to adopt regulations which reflected this recognition, and

Whereas the Board of Governors, responding to this direction, adopted Sections 53200-53203 of the Education Code to strengthen the role of local academic senates in the governance of colleges and districts by requiring governing boards to "consult collegially" with academic senates, and

Chancellor Evaluation

Whereas the current chancellor for the California Community Colleges has not established, nor agreed to establish, a policy for consulting collegially on academic and professional matters with the Academic Senate, and

Whereas the consultation process cannot work effectively without good faith efforts and mutual trust,


Resolved that the Academic Senate conduct a formal evaluation of the Chancellor, and

Resolved that the results of this evaluation be used to create a position paper recommending action to the Board of Governors, and

"No Confidence" in Chancellor Mertes

Whereas Chancellor Mertes has a consistent record of failure in following and facilitating his own consultation process,


Resolved that the Academic Senate declare a "no confidence" vote against Chancellor Mertes, and direct the Executive Committee to inform the Board of Governors of the "no confidence" vote, and

Resolved that the Academic Senate direct the Executive Committee to recommend that the Board of Governors to conduct a formal evaluation of the Chancellor which includes an evaluation from each Standing Council, and

COIN/Vocational Advisory Committees

Whereas AB 1725 establishes vocational-technical education as a primary mission of California Community Colleges, and

Whereas the Academic Senate for California Community Colleges supports a good working relationship between local community colleges and local business communities, and

Whereas the Academic Senate for California Community Colleges recognizes the importance of Vocational Advisory Committees in maintaining that sound working relationship and in keeping the vocational-technical curriculum timely and relevant to the needs of the business community, and

COIN/ED>NET

Whereas the California Community College Economic Development Network (Ed>Net) has an ever-increasing impact on the delivery of education in the California Community Colleges, including the design and distribution of curriculum, and

Whereas the Commission on Innovation report Choosing the Future: An Action Agenda for Community Colleges in Recommendation 2, Strategy 2, Action 1, states, "Expand Ed>Net's role in leading college economic development efforts,"
