Resolution Opposing Abbreviated Time Frames for English Courses

Whereas, College writing courses are skill-building courses that require sufficient time for reading, critical reflection, instructor assessment, and instructor-student communication;

Whereas, The trend to offer community college writing courses in ever-shorter terms has been judged by English faculty, as expressed through the English Council for California Two-Year Colleges, to create pressures on students and instructors that inhibit effective student learning;

Abbreviated Format Classes

Whereas, There is a trend to offer courses in an abbreviated format using a variety of delivery methods;

Whereas, Title 5 Regulations have established the primacy of faculty in making decisions regarding curriculum; and

Whereas, Maintaining the integrity of courses is vested in local curriculum committees;


Resolved, That the Academic Senate reaffirm the role of faculty, through its curriculum committees, in developing and modifying all courses;

Degree Requirements

Whereas, There is interest among many California community college faculty to raise the level of mastery of English composition and mathematics skills required by Title 5 Regulations to transfer-level courses in those disciplines; and

Whereas, The Academic Senate for California Community Colleges has endorsed the position that transfer-level English and mathematics be required of students who are granted an Associate of Arts or an Associate of Science degree (1983);

Counseling Faculty

Whereas, The matriculation cuts in the Governor's Budget may lead to vulnerability of counseling positions; and

Whereas, Counseling faculty provide essential matriculation services that have direct impact on the success of our students;


Resolved, That the Academic Senate oppose the layoff of any counseling faculty as a result of matriculation budget cuts.

Opposition to Counseling Faculty Licensure

Whereas, California community college faculty must meet minimum qualifications as established under Title 5; and

Whereas, The movement to require licensure for California community colleges counseling faculty is unnecessary;


Resolved, That the Academic Senate oppose the licensure of California community college counseling faculty; and

Resolved, That the Academic Senate for California Community College work with the Council of Faculty Organizations to present a united position in opposition to counselor licensure.

Matriculation

Whereas, Matriculation programs have demonstrated their effectiveness in studies of retention and success over the past 10 years; and

Whereas, The Governor's 2002 - 2003 budget proposes a 38% (26.8 million) cut in funding;


Resolved, That the Academic Senate urge the Chancellor's Office and the Board of Governors to stand firm in their support of and commitment to matriculation programs and not reduce standards of the colleges and to continue to provide these critical services.

Academic Senate Participation in CCLI

Resolved, That the Academic Senate urge the Community College Leadership Institute (CCLI) to recognize the right of academic senates to select faculty representatives to the 2002 summer institute and all other programs;

Resolved, That the Academic Senate have a significant role in the planning and delivery of the Claremont Graduate University CCLI Summer program and any future programs; and

Resolved, That the Academic Senate reaffirm its commitment to the principles of Title 5 that faculty best determine their own representation.

Elimination of Faculty Positions in CalWORKS and Matriculation

Whereas, The January budget proposed for 2002-2003 by the Governor and the Department of Finance includes $130 million in cuts from the California Community Colleges' base funding;

Whereas, The proposed cuts include $58 million from CalWORKs and $26.8 million from matriculation;

Whereas, Some local boards of trustees have prematurely reacted to the proposed cuts by deciding not to rehire faculty in affected areas, such as workforce development and counseling; and
