Whereas the IGETC process assumes community colleges will certify courses from private colleges and out-of-state colleges, and
Whereas reviewing such courses individually will present a substantial burden on the faculty if done properly or, if done by administrators, will not be based on professional review by people who know the discipline in question, and
Whereas the duties of faculty have increased substantially without any commensurate increase in the amount of time available to do these tasks, and
Whereas of the many students who enter a particular community college nay have taken courses at private or out-of-state colleges, a much smaller number will ever in fact transfer through the IGETC, and
Whereas those few who would transfer have no obstacles to transfer even without using the IGETC, and
Whereas faculty do course and program development, hiring, evaluation, program review, curriculum review, participate in governance, as well as perform their more usual responsibilities, including keeping current in their disciplines,
Resolved that the Academic Senate for California Community Colleges affirm that the time required to review whether courses from private and out-of-state colleges should meet the IGETC is unreasonably large given the current demands on faculty, and
Resolved that the Academic Senate for California Community Colleges recommend to local senates that they adopt or encourage local policies so that students either use courses taken at private and out-of-state colleges in order to qualify for transfer through one of the routes other than IGETC or meet the IGETC requirements at one or more California Community College.
