Differential Fee

Whereas California's economic recovery depends on ready access to education, and


Whereas economic studies show that workers often need to be re-educated every five years for new positions,


Resolved that the Academic Senate for California Community Colleges reaffirm its opposition to the differential fee, and


Resolved that the Academic Senate for California Community Colleges support the sunset of the differential fee on January 1, 1996.

Matriculation Site Visit Teams

Whereas the Academic Senate has passed a resolution recommending that the Senate appoint the faculty to matriculation site visit teams, and

Whereas when the recommendation was forwarded to the Chancellor and the answer was "NO," and

Whereas there are reports from local senate presidents that the faculty serving on these teams do not understand the role of the local senates in the matriculation process, and

Whereas because of this lack of understanding, the local senates have not felt their concerns were heard or supported,

Collaboration and Cooperation

Whereas the IGETC and Joint Faculty Projects are examples of how intersegmental collaboration and cooperation have benefited California community college students and faculty, and

Whereas intersegmental forums such as Intersegmental Committee of Academic Senates have given the California Community College segment an opportunity to educate the California State University and University of California segments about the California Community College mission and special concerns, and

Distribution of Meeting Notices

Whereas only 42 applications were received for the Vocational Education Faculty Leadership Seminar for 80 available spaces, and

Whereas application forms were distributed to all local senate presidents, staff development officers, occupational education deans and college presidents.


Resolved that the Academic Senate for California Community Colleges urge local senate presidents to distribute notices of conferences and meetings to all faculty in affected disciplines.

75/25 Calculation

Whereas the 75/25 ratio is no longer the formula adhered to for the hiring of full-time faculty, and

Whereas the actual annual computations fluctuate from year to year, and

Whereas the local senate president must sign off on the decision to waive hiring certain faculty,


Resolved that the Academic Senate for California Community Colleges urge the Chancellor's Office to provide for the local academic senate president's signoff on the 75/25 report to the Chancellor's Office, and

Governors Tax Proposal

Whereas the Governor is proposing a tax break which will primarily benefit the wealthy and will mean a $390 million loss in funding to California Community Colleges, and

Whereas California State Prisons have been funded for growth at the expense of nonpunitive public programs such as community college education, and

Whereas many community colleges have not been allocated growth funds to meet increased student demand since 1991, and

Exclusion of Legal Immigrants from Higher Education

Whereas federal legislation is seeking to place higher education and job training restrictions on legal immigrants via the Personal Responsibility Act, and

Whereas the fate of legal immigrants is linked with the future of our state and nation, and

Whereas legal immigrants would suffer from the creation of an underclass,


Resolved that the Academic Senate for California Community Colleges oppose the concepts in all federal and state legislation which would seek to exclude legal immigrants from receiving support for higher education and job training.

California Community College-Thailand Education Effort

Whereas officials of Thailand have expressed an interest in creating a "near-home" (community) college system for the purpose of supporting a democracy, and

Whereas the California Community Colleges have been invited to open a California Community Colleges Sumner School in Thailand, and

Whereas California Community Colleges faculty will be going to Thailand to teach various disciplines including, but not limited to ESL, cross-cultural communication, management of natural resources, hotel management, intensive English, English for business, and

Restoration of 75/25 Ratio

Whereas the intent of AB 1725 was to reform the California Community College system and identify the central role that full-time faculty play if those reform measures were to be successful, and

Whereas the system has not made positive steps toward the successful implementation of the provisions of AB 1725 as related to 75/25 ratio.

Whereas faculty leaders need to have a thorough understanding of how districts comply with the full-time faculty hiring faculty obligation established by the Chancellors Office,

SB 703 - Property Tax Shortfalls

Whereas SB 703 would require state compensation for the California Community Colleges' share of property tax revenue that is short of this budget year's estimates in the state budget,


Resolved that the Academic Senate for California Community Colleges support the concepts in SB 703 as they exist on April 2, 1995.
