Bill Scroggins

Bill Scroggins became president of the ASCCC in 1997 and served until 1999. He was a member of the executive committee in the wake of the passage of AB 1725 (Vasconcellos) and played a major role in helping colleges around the state develop their shared governance policies and processes.

Bill was a champion for the cause of hiring more full-time faculty and for strengthening the role of local senates in governance. Under his presidency, the ASCCC assisted colleges in efforts to understand and incorporate the new and additional funding stream known as Partnership for Excellence. He also led the ASCCC in working with University of California and California State University faculty through the Intersegmental Committee of Academic Senates, or ICAS, to begin the development of the Intersegmental Major Preparation Articulated Curriculum, or IMPAC, a transfer and articulation initiative that was a forerunner to later efforts such as C-ID and the associate degrees for transfer.

After serving as ASCCC president, Bill moved into administration, ultimately becoming president at College of the Sequoias and later at Mt. San Antonio College. In total, he amassed nearly fifty years of experience in higher education, 27 of those as a chemistry professor and 21 as an administrator. He retired as president of Mt. San Antonio College in June 2023.

Bill earned a bachelor’s degree in chemistry at UCLA and a doctorate in chemistry at UC Riverside. He is also a prolific author, having published three books in the field of chemistry and penned innumerable articles and papers.
