Whereas, Abolishing the 50% law creates an incentive to cut both instructional and non-instructional faculty;
Whereas, Removing non-instructional faculty from the 50% law, making them an entity by themselves, still provides no incentive for protecting or increasing non-instructional faculty funding; and
Whereas, Including non-instructional faculty and increasing the 50% law to 54% still leaves instructional faculty and non-instructional faculty in competition for funding;
Resolved, That the Academic Senate for California Community Colleges support a change in California Education Code §84362(d) to identify non-instructional faculty funding by providing non-instructional faculty their own apportionment of at least 4% separate from the minimum 50% funding for instructional faculty.
MSR Disposition: Referred to the Executive Committee to research the data, craft a new resolution that considers the ideas included in all of the referred resolutions and our previous position in resolution 8.04 S01 and bring back to the Spring 2010 plenary session.
